Is Betty, Hasting's secretary, Betty Briggs?

Mister C. (Bad Cooper) is after Hasting's secretary. He sends Ray to see her, and find the "coordinates". There's something with "her car", too.

UPDATE : That theory probably doesn't work, with new scenes in Part 9. We see Betty alive, and we learn that Betty (Hasting's secretary) is dead.

Does Bobby knows something about Cooper's Doppelganger? He says "Uh, no, I've no idea", shaking his head too much, and then looks at Laura's portrait.
